Residential and Rental Property Nuisance Abatement Ordinance

Our Board Members and Village will now have in place a series of Village Ordinances which will keep or Village a clean and respectful place to live. The focus is on violators of our Ordinances on a continual basis. We will have our Village Code-enforcement Officer who will have the authority to inspect and report Code-Enforcement violations to our building codes, fire codes, zoning restrictions, etc., to improve the quality of life and resolve life safety issues within our Village. Some of the conditions might include hazards of fire, accident or other calamities; lack of adequate ventilation, light or sanitary facilities; dilapidation; disrepair; structural defects; un-cleanliness; failure to comply with the requirements of the building code or the certificate of occupancy. All of this is designed to be a fair and reasonable review process by an inspection expert who will address property ownership and rental issues which will include a nuisance abatement program.

Our goal is to keep the Village of Rockdale a pleasant place to live. Village Board members remain diligent with their efforts make life in Rockdale a pleasant place to live and raise a family.

 

WATER and SEWER RATES and CHARGES starting April 2nd, 2025.

WHEREAS, the Village President and Board of Trustees of the Village of Rockdale, Will County. Illinois has the authority to adopt ordinances and to promulgate rules and regulations that pe1tain to its government and affairs and protect the public health. safety, and welfare of its citizens; and

 

WHEREAS, the City of Joliet and 5 other area municipalities have formed the Grand Prairie Water Commission with the intention of transitioning from deep well water systems to Lake Michigan water by the year 2030; and

WHEREAS, the Village of Rockdale has determined to transition from its current shallow wells to deep wells as the Village's water source; and

WHEREAS, the transition to a deep well water source will require the drilling of a new well, the construction of an HMO treatment facility, a new above ground water storage facility along with water main replacement, lead service line replacement, and other capital expenditures over the next several years: and

 

WHEREAS, during the construction or the aforementioned capital projects, it will likely be necessary for the Village to utilize City of Joliet water exclusively; and

WHEREAS, the City of Joliet treats the wastewater of the Village and occasionally provides water to the Village on an emergency and temporary basis, for which the City of Joliet bills the Village of Rockdale. and the City of Joliet has continued to increase its rates yearly with future increases scheduled past 2025; and

WHEREAS, the Village has commissioned a water rate study which was performed in 2024-2025 and

WHEREAS, the Village of Rockdale recognizes the necessity to increase its rates to offset  the escalating costs of supplying water and sewer service, costs of maintaining its system, offset the current operating shortfall in the Village's water and sewer fund accounts, and to offset the increase in rates charged by the City of Joliet; and

WHEREAS. the Village of Rockdale is a Home Rule Municipality under and by virtue of the Constitution of the State of Illinois.

NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND BY THE BOARD OF TRUSTEES OF THE VILLAGE OF ROCKDALE, WILL COUNTY, ILLINOIS PURSUANT TO ITS STATUTORY AND HOME RULE AUTHORITY AS FOLLOWS:

SECTION 1. The President and Board of Trustees hereby finds that all of the recitals contained in the preamble to this Ordinance are true:, correct and complete and are hereby adopted as part of this Ordinance.

SECTION 2. That Article 11, Water And Sewer Rates And Charges, of Chapter 82 of the Rockdale Village Code, specifically Sections 82-34, 82-43, 82-46, and 82-47 shall be and are repealed in their entirety and replaced with the following:

Sec. 82-34 - Billing.

It is hereby made the duty of the village collector to render bills for water and sewer service for all rates and charges in connection therewith and to collect all monies due thereon.

Monthly Charges for water will be the sum of three charges, as follows:

  1. Initial Charge for Service -This charge will be applied to the first O to 2000 gallons of water consumption and to the first 0 to 2000 gallons of sewer flows based on water consumption at the rates shown in Section 82-43, 82-46, and 82-47 for ''Initial Charge".
  2. Volumetric Charge for Service - This charge will be applied for every 1000 gallons, or I00 gallon portion thereof, for water consumption beyond the first 2000 gallons and for sewer flows based on water consumption at the rates shown in Section 82-43, 82-46, and 82-47 for "Volumetric Charge'',
  3. Joliet Water Purchase Fee-This charge will be applied per water customer account for the amount shown in Section 82-43, 82-46, and 82-47 for "Joliet Water Purchase Fee".

Sec. 82-43. - Residential users, municipal users and schools.

 For each single-family residential, school, or municipal user of the combined waterworks and sewerage system, the monthly charges shall be as follows:

Sec. 82-46. - Industrial users, (lndustrial-1 and lndustrial-2).

Industrial users of the waterworks and sewerage system shall be classified by usage. The lndustrial-1 rate shall apply to users in the industrial zone whose usage is less than 1,000 gallons per month and the lndustrial-2 rate shall apply to users in the industrial zone whose usage is 1,000 gallons or greater per month. The monthly rates for water and sewer service for Industrial -1 and lndustrlal-2 users shall be as follows:

  • Discount rate. All industrial users of the water system of the Village of Rockdale which use in excess of 3,000,000 gallons per month as computed on the previous month's bill shall be granted a discount of $2.86 per  1,000 gallons used per month.

In the event the City of Joliet supplies the water, or portions of the water, the discount rate shall not apply .

 For all commercial enterprises and businesses in the Rockdale business zone, including taverns, restaurants, car washes and retail commercial businesses, the monthly charge shall be as follows:
